North County Transit District

The North San Diego County Transit Development Board (NSDCTDB) was created by California Senate Bill 802 on September 20, 1975. The board was created to plan, construct and operate + directly or through a contractor + public transit systems in its area of jurisdiction.

On January 1, 2003, a new state law was enacted (SB 1703) that transferred future transit planning, programming, development and construction to SANDAG, San Diego's regional planning agency. NSDCTDB continued to operate the BREEZE, COASTER and SPRINTER.

On August 30, 2005, California Governor Arnold Schwarzenegger signed AB 1238, which renamed the District the North County Transit District (NCTD), with the name change becoming effective January 1, 2006.

The NCTD Board of Directors is made up of one representative from each incorporated city in the District plus the Fifth District County Supervisor. The Fifth District covers unincorporated areas of North County as well as the cities of Carlsbad, Oceanside, Vista and San Marcos.

San Diego County Water Authority

The San Diego County Water Authority is a public agency formed in 1944 for the purpose of importing water to the region. Their mission is to provide a safe, reliable supply of water to its 24 member agencies. The Water Authority's board of directors consists of at least one representative from each of its 24 member agencies. The representative is appointed by the member agency.

Regular meetings of the Board of Directors are held on the fourth Tuesday of each calendar month. The meeting time will be 11:00 a.m. The November and December meetings will be combined and held on the first Tuesday in the month of December each calendar year. The meetings will have Closed Session time certain at 11:00 a.m. with the intent of reconvening into Open Session at 1:00 p.m. at which time the remainder of the agenda items will be addressed. There will be a public comment period prior to the Closed Session to allow interested members of the public to comment on those items on the Closed Session agenda. The Open Session will not start before 1:00 p.m.

Community Service Districts

San Diego County's Local Agency Formation Commission (LAFCO), established by state law, is a regulatory agency with countywide jurisdiction to encourage efficient provision of services such as water, sewer and fire protection. It is independent of county government. One of its responsibilities is formation of special districts and the promotion of logical and efficient public services for special districts. San Diego LAFCO consists of eight regular members: two from the Board of Supervisors, two city representatives, one City of San Diego representative, two special district representatives, and one public member who is appointed by other members of San Diego LAFCO.

LAFCO has a Special Districts Advisory Committee comprised of 16 members, each serving a four-year term. Members are appointed by their special districts through an election process administered by LAFCO staff. Community Service Districts provide specific services to the geographic areas within each district.

San Dieguito Emergency Medical Services District

County Service Area No. 17

CSA 17 consists of Del Mar, Del Mar Heights, Solana Beach, Encinitas, Rancho Santa Fe and portions of Elfin Forest. Emergency ambulance service is provided through San Diego Medical Services Enterprise.

Seven-member committee advises the County Health and Human Services Agency, Emergency Medical Services and the Board of Supervisors on matters relating to standards and levels of ambulance service within County Service Area 17, and provides periodic public meetings to receive public input regarding ambulance service levels in the San Dieguito Ambulance District.
