Candidates running in the Encinitas mayoral race in this November's general election are scheduled to take part in a Candidate Forum sponsored by St. Andrew’s Episcopal Church. The live event will take place Saturday, August 10, 2024 at 6:00PM in the Church's parish hall, 890 Balour Drive, in Encinitas. Both candidates, Bruce Ehlers and Tony Kranz, have confirmed their attendance.

Public Invited to Participate in Civil Civic Engagement Discussion
and Brainstorm Ideas to Improve Civil Discourse
The League of Women Voters of North County San Diego (LWVNCSD) is slated to host an in-person event July 24, 2024 discussing the un-civil situations our public officials face and seeking ways to change that. Open to the public, this follow-on to last year’s popular presentation on Civil Civic Engagement features representatives from the Violence, Inequality and Power (VIP) Lab at the University of San Diego’s Joan B. Kroc Institute for Peace and Justice presenting updated findings from surveys and interviews with local elected officials in San Diego, Imperial and Riverside Counties.

Diane Nygaard was selected as the Oceanside Senior Volunteer of the Year for her enduring efforts to protect wetlands, open spaces and Native American sacred sites in the surrounding areas of Oceanside. She founded Preserve Calavera in 2001, now one of the largest non-profits in the area. She was instrumental in the acquisition of 134 acres of land now known as the Buena Vista Creek Ecological Reserve.

Water is a human right. Yet, California's water affordability crisis is growing rapidly as water rate increases outpace inflation. By September 2021, nearly 650,000 residences and 46,000 businesses owed over $315 million in unpaid water and wastewater bills. Disadvantaged communities have been hardest hit by the affordability crisis, with hundreds of thousands of residents experiencing water shut offs.

LWVNCSD and LWVSD jointly submitted a letter strongly opposing the County Board of Supervisors’ proposal to opt out of including ballot measure supporters and opponents on ballots in all city, county, school, and district elections. By listing support and opposition on ballots, critical information about who is behind a ballot measure is readily available on the face of the ballot itself. This information is especially important to voters whose primary exposure to ballot measures may have been from ads and mailers run by well-funded campaigns. San Diego County voters deserve to have this information when casting their ballots.

LWVNCSD submitted a letter in support of Community Project Funding for research addressing the rise of threats and harassment targeted at elected officials. The research is led by Rachel Locke at USD who, with Carl Luna, presented preliminary findings at a LWVNCSD public forum in June 2023. Another forum with updated findings is planned for June 2024. Loopholes in Prop 13 have allowed corporations to escape paying taxes on the fair market value due to certain corporate structures which make it difficult to determine when properties have changed ownership. Proposition 13 has led to massive declines in funding for our schools and communities. We, therefore, request the Board of Supervisor reject support of Proposition 13.

We oppose the adoption of policies, practices, regulations and laws that criminalize, penalize or permit the harassment of unsheltered persons for engaging in necessary life activities in public spaces. We urge the Board of Supervisors to reject this proposal and prioritize the County's own Homelessness Solutions Action Plan, finalized on October 15, 2023, prior to creating an ordinance.

We urge the Board of Supervisors to adopt Supervisor Anderson's recommendation to direct the Chief Administrative Officer to develop a shared housing program, coordinated by the County, for assisting seniors at risk of homelessness. We believe that the ability for the public to provide public comment to elected officials should be encouraged. The council's current policy of taking public comment at the beginning of council meetings is consistent with this position and we support maintaining it, along with the policy of reading into the public record electronically-submitted communications.

The LWV believes that criminalizing, penalizing or harassing those who are homeless through encampment bans, like the one the City Council is considering, have neither been proven effective nor humane at addressing homelessness. We urge the Council to instead focus on meeting the need for safe shelter for those who are homeless, and look to other proven methods for successfully tackling this issue.
